       These standard, pre-defined texts are used in assembling messages with minimum word-count, or "check".  Several may be used in a single message.  They are always spelled out, and never written as numerical digits.  When voiced, one says, for example, "Twenty-One", and NOT. "Figures...  Two...  One."  See the link for more detail on the effective use of this handy op aid.
